Justification: renders package unusable
The universe (and subsequently the earth) has no bug tracking system. This leads to numerous problems. These problems include duplicated work, unpatched vulnerabilities, irregular and undocumented behavior, etc.
To rectify this a BTS should be installed ASAP. This will allow enhanced communication and accountability for the maintenance, expansion, and release of the universe.
